Areal Flood Advisory, High Surf Advisory

The National Weather Service in Oxnard has issued a

* Urban and Small Stream Flood Advisory for...
southeastern San Luis Obispo County in southwestern California...
Santa Barbara County in southwestern California...

* until 215 am PST

* at 1117 PM PST, Doppler radar and automated rain gauges indicated
moderate to locally heavy rain spreading into southern San Luis
Obispo County and Santa Barbara County. This will cause Urban and
Small Stream flooding in the advisory area. Rainfall rates are
expected to increase to around a quarter to a half inch per hour.
There could be hourly rates up to a half inch per hour with this
band of rain moving into the advisory area. Minor mud and debris
flows may occur in the vicinity of the canyon, sherpa and rey burn
areas, otherwise, Urban and Small Stream flooding will occur in
the advisory area into early Thursday morning.

* Some locations that will experience flooding include...

Santa Barbara... Lompoc... Montecito... Point Conception...
Santa Ynez... Nipomo... Carpinteria... Solvang... Vandenberg Air
Force Base... Orcutt... Gaviota State Park... Isla Vista...
Rincon Point... and Los Alamos.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

A Flood Advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

... High surf advisory remains in effect from 4 am Thursday to
9 PM PST Tuesday...

* surf... surf of 10 to 15 feet on Thursday will likely build to
20 to 30 feet by late Friday and Saturday. The surf will
diminish Sunday and Monday but will remain above high surf
thresholds.

* Impacts... large and powerful surf with dangerous rip currents
and breaking waves on rocks and jetties. Damage to piers is
possible on Saturday... as well as coastal flooding of beach
parking lots and walkways. Morro Bay Harbor will have breaking
waves across the entrance.

Precautionary/preparedness actions...

A high surf advisory means that high surf and rip currents will
make swimming and rock jetties dangerous.

Remember... swim near a lifeguard. If caught in a rip current
remain calm. Don't fight the current. Swim in a direction
following the shoreline. When out of the current... swim back to
shore. If tired... float or tread water until out of the rip
current. If unable to escape... face the shore and call or wave for
help.





Wind Advisory

... Wind Advisory remains in effect until 4 am PST Thursday...

* winds and timing... southeast to south winds 15 to 30 mph with
gusts to between 35 and 45 mph will persist through late
tonight.

* Impacts... gusty winds will make driving difficult... especially
for drivers of high profile vehicles. Major roadways that
could be affected include highways 1 and 101... and state
routes 154 and 246.

Precautionary/preparedness actions...

When driving... use extra caution. Be prepared for sudden gusty
cross winds.





Gale Warning

Statement as of 9:06 PM PST on January 18, 2017

Expires 6:00 AM EST on January 19, 2017


... Gale Warning remains in effect until 3 am PST Thursday...

* winds... south winds 20 to 30 kt with gusts up to 40 kt will
continue through early Thursday morning.

* Seas... combined seas of 9 to 12 feet with periods around 13
seconds are expected when waves are largest.


Precautionary/preparedness actions...

A Gale Warning means winds of 34 to 47 knots are imminent or
occuring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe
Harbor prior to the onset of gale conditions.
